Dalai Lama leads prayers for victims in Tibet

Tibetan spiritual leader the Dalai Lama presided over a special prayer meeting here Saturday in remembrance of those Tibetans who have been killed in recent anti-China protests in Tibet.
'The Dalai Lama was joined by spiritual leaders from the four main schools of Tibetan Buddhism and the traditional Bon religion, besides thousands of others including monks, general public and devotees from different countries,' a spokesman of the Tibetan government-in-exile said.
The religious gathering took place at the main temple in Dharamsala which is the seat of the Tibetan government-in-exile since 1959.
The anti-China protests since March 10 this year in Tibet have resulted in the death of at least 203 people, according to the Tibetan government-in-exile. But the Chinese government puts the figure much lower.
At the invitation of the Chinese government, the Dalai Lama has sent two of his envoys for informal talks with the Chinese authorities scheduled Saturday.
The Chinese state media has once again (Saturday) accused the Dalai Lama of inciting violence in Tibet, a charge which the Dalai Lama has denied many times.

I am an ethnic Han Chinese living in the United States and would like to offer my opinion.
By using “victims” in the title of this article does the auther imply that the Tibetan hooligan, who burned and killed during the riots, were excluded? How about the “victims” from the Han and Hui Chinese?
